  • Charles studied Urban Land Economics at UBC and Leadership at Royal Roads University. He is a Director of Complex Property Tax at Ryan LLC and is a nationally recognised assessor, consultant, author, and expert witness in the field of Property Assessment and Appraisal. Charles currently serves as member of the Professional Practice Adjudicating Committee for the Appraisal Institute of Canada. He is a Past President of the Real Estate Institute of BC. An active MedVent advisor for Scouts Canada in the Greater Toronto Council, Charles has also served as a member of the National Properties Committee of Scouts Canada for more than a decade. Previous notable roles with Scouts Canada include Deputy Camp Chief Emergency Services PJ15, Canadian Path Ambassador and DCC-Program Support for Greater Toronto Council, Provincial Commissioner for the B.C.-Yukon Provincial Council, and Regional Commissioner for Northern Region of the B.C.-Yukon Provincial Council. Charles is the recipient of the Silver Acorn for his service to Scouting as well as the Queen Elizabeth II Golden Jubilee Medal.

  • Keith is President of Principalus Technologies Ltd., a consulting firm delivering engineering and management consulting services to the energy utility and clean technology sectors. Keith holds a B.A.Sc. in Electrical Engineering from UBC, and is a registered Professional Engineer in B.C.. He has served on a number of corporate boards both private and public, as well as professional standards bodies and technical advisory committees in both the USA and Canada. He is also a past member of the National Board of Governors for Scouts Canada, Past President of B.C.-Yukon Provincial Scout Council, and actively served for 29 years as a Troop Scouter in the BC lower mainland. Keith is the recipient of the Silver Acorn for his service to Scouting as well as the Queen Elizabeth II Golden Jubilee Medal.

  • Richard has a B.Comm with a major in Finance and worked as an auditor for the Government of the NWT and subsequently as Secretary-Treasurer and now President of Matthew Shipping Company Limited. He has also served as a Board of Directors member for the Canadian Badminton Association and a Governor of Oak Bay Minor Hockey. He was President of the BC-Yukon Provincial Scout Council, a former member of the National Board of Governors and served as Deputy Camp Chief in four Pacific Jamborees and is currently Guild Master of the 30th BP Guild, a member of the Camp Barnard Camp Committee and Chair of the Scouts Canada BC/Yukon Investment Fund for nearly 25 years. With over 40 years of service with Scouts Canada in Yellowknife, Montreal and Victoria he is also a recipient of the Silver Acorn with bar, the Silver Wolf (2005), the Queen Elizabeth II Silver Jubilee Medal, Commemorative Centennial Medal (2008) and the World Baden-Powell Fellowship award from His Majesty The King of Sweden (2010).

  • Maxine is the former Director of Finance for the Village of Gold River. She holds a certification in Local Government Administration from Capilano University. Maxine started her career in local government at the City of Burnaby, as the Office Supervisor & Budget coordinator for the Parks & Recreation Department. She joined the finance department of the Village of Gold River in 1984. She has a 28 year tenure of service within Scouts Canada including roles as; Group Commissioner, Treasurer, Beaver, Cub & Scout Section Scouter, Islands Regional President, BC-Yukon Deputy Provincial Commissioner-Program, Orca Coast Area Commissioner and Service Team member. Maxine served as OOS at CJ17 in Sub Camp Raptor. She has worked with the management team for the Pacific Jamboree as part of the Program Headquarters Team for PJ07, PJ11, PJ15 and PJ19. Maxine is the recipient of the Silver Acorn for her service to Scouting as well as the Queen Elizabeth II Golden Jubilee Medal.

  • Lori is a Partner with Myriad Consulting Inc., and a former three term Mayor of the City of Fort St. John BC. Lori has a diploma in Business Management, and is a graduate of the Institute of Corporate Directors’ Governance Essentials Program. Whether in paid leadership positions for local community groups, or as a volunteer, Lori has spent her entire career working to benefit her community.Lori is former three term Mayor of the City of Fort St. John BC. She represents Fort St. John on many local, regional and provincial boards and committees. She has also taken her expertise in local government and resource extraction to the international arena where Lori spent four years working with small communities in Peru. Through the Sustainable and Inclusive Communities in Latin America (CISAL) Program, she worked to improve governance, economies, community infrastructure and relations with the mining industry in remote regions of the country. In 2016 the BC Business Magazine named her one of the Top 35 Most Influential Women in BC. In 2019 the Energy Council of Canada honoured her as the Canadian Energy Person of the year. Lori has over 20 years of volunteer service with Scouts Canada, serving in a multitude of positions including Group Chair, District President and Commissioner, Regional President and Commissioner of the Northern Region, and Assistant Provincial Commissioner of Training for the B.C.-Yukon Provincial Council. She is the recipient of the Silver Acorn for her service to Scouting as well as a recipient of both the Queen Elizabeth II Golden and Diamond Jubilee Medals. Lori is a leader, an innovator, a champion, a lifetime-learner, a mom, grandma, partner and friend.

  • Bill holds a degree in Electrical Engineering from the University of Alberta. He has significant experience in large scale project management for government agencies located around the world as well as project portfolio and operations management which included managing international branch offices. He was also the CIO of Best Buy Canada during a period of significant restructuring and change. Bill is currently the owner and principal consultant of Delta Consulting specializing in corporate and IT strategic planning and strategic projects. Bill has seen broad service as a senior volunteer within Scouts Canada. He has been a lead Scouter in each of the sections, a group commissioner and has held several portfolios on Council leadership teams including Council Commissioner. Nationally he was the Deputy Lead for the National Program Network and the Deputy National Commissioner for Organizational Development. Bill is a current serving director of Scout Properties (B.C./Yukon) who also splits his Scouting time between an InterAmericas working group and participating in planning and executing major events including PJ and WJ.

  • Chris Jennings is a Senior Policy Advisor with the Ministry of Social Development and Poverty Reduction (Employment and Labour Market Services Division). With over 35 years of adult service in Scouts Canada he is currently a Scouter with both the 1st Terrace Beaver colony and Cub pack. Chris is a currently serving director of Scout Properties (B.C./Yukon) engaged in a leading role with respect to renewals of crown and municipal Leases and Licences and related portfolio administration work. Chris previously served in a number of scouting roles including DCC Properties for Cascadia Council, Vice-President with the BC-Yukon Provincial Scout Council, and President of the Northern Region of Scouts Canada. Chris is the recipient of the Bar to the Silver Acorn for his service to Scouting as well as the Queen Elizabeth II Golden Jubilee Medal.

  • Tara works for a national housing agency, providing consultation services to First Nations in the BC Region. Prior to working with the First Nation communities, Tara was an insurance underwriter in the residential home market. In this role for 9 years, her primary focus was to assess the borrower and property risk presented in mortgage loan applications. On a part-time basis, Tara studies at UBC and is working on her Bachelor of Business in Real Estate (BBRE). Tara is an active leader with Scouts Canada with 15 years of service tenure that spans roles as a Colony, Pack and Troop scouter as well as Group Commissioner for the 1st Glenayre Scout Group. She also provides active leadership support for area events and facilitating training sessions within the Fraser Valley Council. Tara is the recipient of the Medal for Good Service for her contributions to Scouting.

  • Roland has a B.Comm in finance from UBC, with 35 years of experience in the finance and investment sector. He a past member of the Law Society of British Columbia, appointed as a Bencher by the BC Government, serving on the Executive, Discipline and Finance & Audit Committees during his tenure. Roland is also a past member of the board of the Institute of Chartered Accountants of British Columbia and its successor organization the Chartered Professional Accountants of British Columbia serving as a Public Representative appointed by the BC Government. In addition he has held numerous other public & community governance roles including serving as President and Director of the Christina Lake Chamber of Commerce, and as a Director on the boards of the BC Chamber of Commerce, the Phoenix Community Foundation in Grand Forks, the Christina Lake Stewardship Society, the Prince George Life Underwriters Association and the Estate Planning Council of Prince George. Roland is a former officer in the Canadian military reserves, and has recently concluded 10 years of service as the Honorary Lieutenant Colonel, of the 39 Combat Engineer Regiment. Roland was a youth member with Scouts Canada and is the recipient of the Queens Venturer Award, and subsequently served as a Cub Leader in Prince George.

  • Dawn Martin-Smith is a Strata Property Manager based out of Vancouver BC. Dawn has spent the past 16 years as an adult volunteer with Scouts Canada in the North Shore Area after following her son into the movement when he became a Cub. She has held many roles within Scouts Canada at multiple groups serving as a group registrar and Group Commissioner, and then serving an extended term as Area Commissioner for North Vancouver, West Vancouver, and Bowen Island. She is currently a member of the Camp Byng operating committee, a member of the 48th Baden-Powell Guild, and group administrator for the 3rd and 15th Capilano scouting sections. Dawn is a recipient of the Silver Acorn award and the Bar to the Medal For Good Service for her contributions to the local scouting community.

  • Bruce is the Managing Partner of Crease Harmon LLP,. Bruce has a commercial practice that includes corporate and commercial law, real estate, secured transactions, estates, tax, and trusts.  Mr. Hallsor also does some litigation in these areas, particularly at the appellate level. Mr. Hallsor has served on the board of directors of the Prince Rupert Port Authority, the Royal BC Museum Foundation, the Saanich Police Board, and a number of private companies. In addition to volunteering with Scout Properties (B.C./Yukon), Bruce has also volunteered for various organizations including Scouts Canada, Workstreams Employment Society, Fair Vote Canada, Fair Voting BC, and the Monarchist League of Canada. Mr. Hallsor has been widely recognized for his contribution to the bar and the community at large. He was designated as Queen’s Counsel in 2016, received the Queen’s Golden and Diamond Jubilee medals for community service, and received the medal of Merit from Scouts Canada.  In 2007, he was named among Vancouver Island’s top 40 under 40.
